Making Money Your

Blogger Andrew Trench recently presented a theory on the threshold of when Internet penetration starts to matter, writing:

Social networks have also been given plenty of credit for the revolution unfolding in Egypt.

So I went and had a look at the numbers over on www.internetworldstats.com to see what they could tell us about these two scenarios. Well, fascinatingly, both Egypt and Tunisia have seen a massive growth in internet users and internet penetration over the last 10 years.

Both have now got internet penetration of over 20% and in Tunisia's case it was as high as 34%.

While it is clearly simplistic to over-state this factor and there must be many more drivers contributing to such a rapid political uprising, it is obviously a factor as evidenced by the Egyptian regime pulling the plug on the country's internet access to try and block the rising tide of revolt.

My back-of-napkin theory is this: that a rapid increase in internet penetration in a repressive regime does play an important role as it provides an unfettered channel of communication allowing disaffected citizens to share views - and more importantly - to rapidly organise and mobilise.

If Egypt and Tunisia are valid case studies, it looks like internet penetration of around 20% is the mark.

Geopolitics & Macroeconomics adds:

Internet penetration: Social networking sites were critical to sustaining the momentum in the recent protests. The internet penetration in Egypt is 16%. In Libya, it is a meagre 5% [1]. The unrest in Libya has thus far remained concentrated in regions that are geographically distant from the seat of ‘real' power (see more on this below). The dependence of momentum on internet communication is far greater in Libya than in Egypt where protests began in Cairo itself.

Taking the conversation to Pakistan, Sabene Saigol writes, on BrandRepublic:

Perhaps one reason for this is that we're still not that used to communicating via the ‘net - maybe we need greater broadband and internet penetration. Personally I think it is more to do with culture - while Pakistani internet users are savvy to using social media to connect with friends, I feel they have not yet ‘crossed over' to seeing SM as a means for professional communications - or even wider social communications that go beyond their immediate circle. Yes, there are no doubt savvy people - both within marketing and tech circles, and outside - however, these people are likely a tiny proportion of the total number of ‘net and social media users.

In February of 2007, 83.24 percent of users visiting TechCrunch did so from a Windows machine. One year later, in February 2008, the stranglehold remained firm at 80.44 percent. In February 2009, the number was at 74.04 percent. Last year, it was 61.59 percent. And this year? The number of people visiting our site from Windows machines dipped to 53.84 percent.

The writing is on the wall.

Look at those numbers again for a second. In four years, Windows share among TechCrunch readers has fallen 30 percentage points. That’s incredible.

The knee-jerk reaction in the comment section will likely be something like “it’s because you guys cover Apple so much”. But the fact of the matter is that Macintosh share, after rising for three of those four years, fell last year as well. It’s the mobile devices — specifically the iPhone, iPad, and Android devices — that are eating away at Windows.

In fact, if the trend over the past four years continues at about the same pace, in two years, devices made by Apple (Macs, iPhones, iPod touches, and iPads) will surpass devices that run Windows as the top visitors to TechCrunch. And depending on how popular the iPad 2, iPhone 5, and OS X Lion are, it could easily happen next year.

Here are the broken down numbers:

Feb 2007

  • Windows: 83.24%

  • Mac: 13.59%

  • Linux: 2.51%

Feb 2008

  • Windows: 80.44%

  • Mac: 15.15%

  • Linux: 2.97%

  • iPhone: 0.77%

  • iPod: 0.15%

Feb 2009

  • Windows: 74.04%

  • Mac: 20.48%

  • Linux: 3.01%

  • iPhone: 1.60%

  • iPod: 0.28%

  • Android: 0.09%

Feb 2010

  • Windows: 61.59%

  • Mac: 28.62%

  • iPhone: 4.07%

  • Linux: 3.49%

  • Android: 0.87%

  • iPod: 0.53%

Feb 2011

  • Windows: 53.84%

  • Mac: 27.64%

  • iPhone: 6.72%

  • iPad: 3.44%

  • Linux: 3.28%

  • Android: 3.06%

  • iPod: 0.62%

While even the last batch of stats shows that Windows still has a nice cushion over number two, Mac, if you add the Apple products put together, it’s a different story.

  • Feb 2007: 13.59% Apple products

  • Feb 2008: 16.07% Apple products

  • Feb 2009: 22.36% Apple products

  • Feb 2010: 33.22% Apple products

  • Feb 2011: 38.42% Apple products

In the four year span, Apple has added 25 percentage points to their share among TechCrunch readers. That nearly all of the 30 percentage points that Windows lost in that same span (Android’s growth pretty much fills in the rest).

So it currently stands at Microsoft’s 53.84 percent versus Apple’s 38.42 percent. Again, a big year for iPad, iPhone, and Mac could mean a changing of the guard as soon as next year. But unless something drastic changes, you can be sure that Apple will be dominant among TechCrunch readers in two years.

The latest rumors have Windows 8 showing up sometime in mid/late 2012. But the fact of the matter is that Windows 7, much more widely praised than the disaster that was Vista, hasn’t helped Microsoft buck this trend among our readers. Perhaps they’re only hope of gaining back share at this point is Windows Phone. So far, that hasn’t been going too well. Nokia should help that, but will it be enough to offset the Windows losses?

Humorously, Microsoft’s best hope for not falling to Apple may well be Android. If Google’s platform continues to make gains, it could prolong Apple passing Microsoft.

But again, Apple has iPhone 5, iPad 2, and OS X Lion on the immediate horizon — all within the next few months. And then there’s the very real possibility of another iPad in the fall.

The iPad 2 and iPhone 5 are likely to push the Apple share forward immediately. But don’t sleep on OS X Lion either. The early indications are that Apple has indeed made it much more iOS-like. That means millions of iPad/iPhone/iPod touch owners who have traditionally been PC users, are going to feel a lot more comfortable on a Mac than ever before.

And a new PC-to-Mac data migration system built in to Lion will only help that.

OS X Lion is going to feed off of iOS users, and vice versa. And the Mac ecosystem is going to continue to expand. Just as happened in the browser world with Chrome taking over, a transition is happening among TechCrunch readers in the ecosystem space. The numbers don’t lie. And Microsoft better pray that our readers aren’t leading indicators of overall trends in the space — which is exactly what you have been in the past.

Apple advertises its products as magical. They’re at the intersection of “technology and the liberal arts,” Steve Jobs said today. Something that moves your heart, not just your lust for technology. Will consumers still buy that in 2011?

The big picture question of the day is whether Apple has done it again. With the original iPad, Apple crushed its rivals, taking more than 90 percent of the tablet market in 2010 and selling more than 15 million units. Jobs predicted today that 2011 will be the year of the iPad 2. Based on what I have seen today, I think he’s mostly, but not entirely, right.

Competitors will discover that Apple has a lot of inherent financial advantages, including being a low-cost leader. That may not sound intuitive, but I believe it has to be true. It is selling so much volume of its products that it can get discounts on parts and manufacturing services that no one else can get.

When it sells its products in stores, it also doesn’t have to give away 20 percent of the margin to a retailer. That is a huge financial advantage. Carriers are also willing to subsidize the costs of Apple products in a way that they won’t with other tablet vendors. All of these things may explain why the Motorola Xoom, a very cool product, is selling for $800 while Apple has priced its new devices at $499 to $829, (and dropped the price of the old iPad to $399). Apple has also left very little room for rivals here, since it has signed up both AT&T and Verizon. Perhaps there is room for rivals to sell $199 machines, but users probably aren’t going to like them.

Those are reasons why any cool Apple mobile product could beat other rivals. But Apple has also done some smart things with the iPad 2. It has created another rev of its microprocessor, the A5, which has two cores, or computing brains. And it has nine times faster graphics than its old A4 chip. Since Apple designs this chip itself, it doesn’t have to give away much margin to a chip design firm. It only has to give a small margin to a chip manufacturer such as Samsung to make the chips.

Apple has also custom-designed the A5 to run Apple applications on a device with a 10-hour battery life. Apple should have an edge there, as it won’t sell the A5 to rivals. But if this is an advantage, it isn’t likely to last long, as Nvidia is being very aggressive with a new quad-core chip that it could sell to any Android rivals.

The design of the iPad 2 is where Apple has more advantages. The iPad 2 will have faster web-browsing with a new version of Safari. It has two cameras that will inspire a lot of video and photo-related apps. The availability of the Mac applications — iMovie, Garage Band, and Photo Booth — on the iPad 2 will make a lot of users happy. More interesting features will come with new releases of the iOS, or Apple’s operating system in the fairly near future.

There are some users who won’t like the restrictions of Apple’s ecosystem. If they want universal serial bus (USB) and SD card ports, they are out of luck. Apple didn’t change the resolution of its screen either, leaving it at 1024 x 768. Competitors could add these options and put emphasis on them as selling points. (Critics are disappointed that Apple did not improve the display, but that’s a big cost issue others have too).

Apple has also made great improvements in the feel of the product. It’s 33 percent thinner, 2 ounces lighter, and it has a wonderful new screen cover that doubles as a stand for the device. (It wakes up the device when you peel it back and it has micro-fibers that clean the screen when the cover is on).

Now here is why Jobs is not entirely right. Apple has come up with a stunning machine at prices that the competitors will have a hard time beating. But it is almost inevitable that Android-based tablets will gain market share on Apple.

So far, I don’t see the Android machine that will beat the iPad 2. But the potential is there, given ingredients such as Android 3.0, Nvidia Tegra 2 chips and other fast microprocessors, and 4G LTE. The latter is the main weakness in Apple’s armor.

LTE is fast, with a minimum speed on Verizon at around 12 megabits a second and actual speeds running much higher than that now. Getting access to 4G LTE is as big a benefit as having access to lots of cool apps, from my point of view. Right now, the timing of the still-young LTE technology means that Apple cannot yet put it into its mass-produced, lowest-cost tablet computers.

If LTE costs come down sometime soon, then Apple can launch a new version of the iPad to incorporate the technology. But it’s not a simple upgrade, as it means that the hardware of the machine — including the radio chip — has to change. And for now, LTE chips are larger than their 3G equivalents, so the heat dissipation and product size are affected. In other words, LTE can force Apple to redesign the iPad.

Apple can do that. But Android tablet makers might be able to move faster than Apple directly into the 4G LTE tablet market. If they do that, then they will have found a scenario where they could steal a march on Apple. Apple is not likely to let that gap last for a long time, but it might be enough for Apple to lose some share this year.

Apple’s leadership position in this market will be hard to beat, but the collective weight and reach of Android rivals could erode it. And here’s a sobering thought: If Apple eventually winds up with only 30 percent of the tablet market, it could still be No. 1, and its place as the largest technology company in the world will not be at risk.

Check out Apple’s overview video on the iPad 2 and Jobs’ comments on technology and the liberal arts below.

Recognizing Women's History Month, New Deal 2.0 tells the surprising story of how women became citizens -- and how their economic lives have evolved along with their rights. Allida Black urges action on UN Resolution 1325, which ensures equal citizenship for women across the globe.

The monumental elections of Presidents Ellen Johnson Sirleaf (Liberia), Roza Otunbayeva (Krygyzstan), Dilma Rousseff (Brazil), and Prime Minister Julia Gillard (Australia) and the game-changing appointments of Dr. Michelle Bachelet as Under-Secretary General of the United Nations and Executive Director of UNWomen and Hillary Clinton as Secretary of State proved that women can govern, run preeminent human rights organizations, set international policy, and place women at the center of diplomacy, development, and peace.

But the question remains -- if women can be president, why can't they be citizens? Article 1 of the Universal Declaration of Human Rights declares, "All human beings are born free and equal in dignity and in rights." Yet it took another twenty years after its signing to get the international conventions on political and civil rights and on economic, social and cultural rights -- and, in the United States, another twenty plus years for Congress to adopt legislation ensuring women's political and economic rights. It took another thirteen years for the United Nations to ratify (without the support of the United States) the Convention to End All Forms of Discrimination against Women. And in 2011, the US House of Representatives and other foreign governing bodies still toy with legislation essential to women's identities, ranging from limiting access to reproductive health services and marriage to crafting sentencing guidelines that treat girls and women as felons and charges those that have abducted and abused them with misdemeanors.

In a 1946 column, written before she joined the UN Commission on Human Rights, Eleanor Roosevelt urged women to "call on the Governments of the world to encourage women everywhere to take a more conscious part in national and international affairs, and on women to come forward and share in the work of peace and reconstruction as they did in the war and resistance." More than fifty years later, at the dawn of a new century, the UN Security Council -- pressured by a well-organized international women's lobby, Hillary Clinton, and other stateswomen and embarrassed by the rampant use of rape and genital dismemberment as tools of war -- adopted Resolution 1325. It urged "Member States to ensure increased representation of women at all decision-making levels in national, regional and international institutions and mechanisms for the prevention, management, and resolution of conflict."

Now ten years later, the campaign -- indeed the struggle -- to enforce this resolution rages across the United States as much as it does across Egypt or the Congo or Afghanistan.

It is tempting to construct this resolution narrowly -- to see it as a tool of armistice rather than reconstruction, as a vehicle to protect women rather than empower them. To do so, to paraphrase Albus Dumbledore, would be to do what is easy rather than what is right.

UN1325 is on the front line in the campaign for women's citizenship. It is a battle to ensure that economic, social and cultural rights cannot be divorced from, or considered separately from, political and civil rights. It is the struggle to reclaim democracy promotion away from post-Cold War politics, self-interested development and the campaign against terror and place it at the heart of citizen participation.

Just as important, it is a campaign to ensure women's rights as citizens as much as it is a campaign to force governments to act responsibly to all its citizens. While equality and human dignity have no sex, policy designed without taking stock of gender differences often perpetuates discrimination.

As Eleanor Roosevelt would say, both citizens and governments must "recognize that the goal of full participation in the life and responsibilities of their countries and of the world community is a common objective" and one "which the women of the world should assist one another" in achieving.

Making Money Jobs

Gov. Perry Talks Up Job Creation As He Prepares To Lay Off One-Third Of Texas’ Teachers

During a speech last week, Gov. Rick Perry (R-TX) “pledged to continue strengthening the jobs climate” in his state. His director of administration added later that “the governor has put a priority on bringing jobs to Texas.”

However, jobs teaching Texas’ children to compete in the 21st century evidently don’t count:

Gov. Rick Perry can’t quit talking about jobs. He used the word 19 times in his recent state of the state address and has made it a top spending priority.

But if Perry realizes his vision of a budget balanced through cuts alone, 100,000 teachers could lose their jobs. That’s about a third of the 333,000 teachers employed by Texas public schools.

“If you lay off 1,000 teachers you’re going to have some greater number of that jobs loss because, presumably, those teachers are not going to be spending money in those communities,” said Terry Clower, director of the Center for Economic Development and Research at the University of North Texas. “That’s going to flow through the economy.” Indeed, the Center on Public Policy Priorities has estimated that Texas’ proposed cuts to public education will result in the loss of more than 100,000 private sector jobs.

Making matters worse, just a few weeks ago, Perry was actually extolling the virtues of education as one of the “building blocks of the economy“:

As our economy continues to reflect advances in technology, our educational approaches must do the same with an increased emphasis on the science, technology, engineering and math skills that Texans need to compete for future jobs. These are the basic building blocks of an economy that has drawn new employers to our state and our calling is to fortify them.

Of course, Perry could accept money from a bill passed by Congress last year aimed at preserving teachers’ jobs: Texas’ share of that money comes to $830 million. However, Perry is standing firm in his conviction that he should be allowed to spend that money on whatever he wants, going so far as to sue the Department of Education over the bill’s requirement that Texas use its share of the funding to maintain education spending. Previously, Perry has accepted federal education spending, only to cut state education spending by the same amount and use the saved money to bolster Texas’ Rainy Day Fund.

How is Elop going to address this by
using Windows OS? He has to do more than just charge more, he has
to produce better product at competitive prices, which keep getting
lower. Elop will have to license the Widows OS, which is an
expense, one that he would bear to nowhere near the same extent if
he used Android. I feel he mistakenly looks at this as Google
commoditizing the Android platform, in lieu of the more reasonable
perspective of Google commoditizing the entire portable computer
space.

Well, the answer has arrived. Microsoft is buying Xx% of Nokia for paying Nokia over $1 billion to product Windows Phone 7 hardware.
Nearly all of this money is undoubtedly going into R&D and
marketing. Nokia and Microsoft (their new defacto owners) invariably see
Google as the pre-eminent trheat and are pulling out all of the stops
to nullify said threat. This also answers the question of how Elop, the
Nokia CEO will be able to deal with the reduced margins of having to
buy OS licenses while competing with vendors who get Android for free –
Microsoft is not only footing the bill, but investing in the business
as well. You see, the drop in Nokia’s share price is highly unwarranted
and their is visible synergy in this deal. Nokia gets to remove the
costs of OS R&D from its line times, sunk costs that have apparently
had negative incremental returns as they have had their asses handed to
them by Apple and most definitely Google – who knocked them off of
their number one market share perch in just over a year.

Microsoft gets the economic benefits of an existing hardware platform
that happens to have the number one marketshare metric in the world,
and gets it for just over a billion dollars. This is a win-win
situation. The question is,  will it win againt Google. Both companies
will still fail if they don’t execute on Google-time, who has compressed
development cycle years into months – literally!

From the Bloomberg article linked above:

Shrinking Margins (yeah, you’ve hear thist from me often enough)

Espoo, Finland-based Nokia needs to cut
costs to keep operating margins from narrowing further, after they
shrank to 4.9 percent last year from 19 percent a decade earlier. For
2011 and 2012, Nokia may cut its budget for research and development in
devices and services by about a third from last year’s spending of about
3 billion euros, said Sami Sarkamies, a Helsinki-based analyst with
Nordea Bank.

Microsoft spokeswoman Melissa Havel
declined to comment on the specifics of the agreement. Laurie Armstrong,
a spokeswoman for Nokia, said the final contract hasn’t been signed and
the company will share further details when they are complete.

Nokia’s royalty payments will help
Redmond, Washington- based Microsoft make a profit on the accord even
after the payments to Nokia, one person said. Some of the payment to
Nokia would be made before the company starts selling the phones,
meaning Microsoft bears some upfront cost in the partnership.

Microsoft shareholders want the company
to salvage its mobile-software business while also reining in costs. The
company doesn’t break out results for its mobile-software unit, and
instead groups them with the profitable Xbox video-game business, making it difficult to evaluate the financial performance of phone software.

Chief Executive Officer Steve Ballmer
has come under pressure from investors and his own board to improve
sales of mobile software after the company lost market share to Google
and Apple. Microsoft stock has declined 7.8 percent so far this year.

The agreement for the more than
billion-dollar payment was part of a campaign by Microsoft to keep Nokia
from choosing Google’s Android operating system, one of the people
said. Nokia also opted for Microsoft because Windows Phone software,
which is newer than Android and has a smaller number of handsets for
sale, gives Nokia a better chance to stand out, one of the people said.

The agreement also has Microsoft paying Nokia for the right to use its patent portfolio, one of the people said.

As part of the deal, Microsoft will use
Nokia’s Navteq mapping products for functions such as geolocation
services and selling local advertising and coupons tied to a user’s
position. If successful, that also could generate additional revenue for
Nokia, which will share in the sales. The two companies will also
divide revenue from services like search and advertising, Microsoft
President Andy Lees said last month.

I’ve been warning my subscribers about margin compression in this
space, and its about to get much uglier – to the extreme benefit of
consumers of personal and enterprise tech. Previous (and prescient)

Interview by hbomb1947 the turnstile-jumper

The majority of roofers offer totally free consultations. This is especially important, since it provides them a chance to evaluate exactly what your homes roof needs, and it provides you with an opportunity to assess them. As with all of businesses, believe in instincts concerning the people you allow up onto your roof. No issue how good the contractor's reputation or even suggestion, he should begin by showing you having a business greeting card. If the contractor arrives searching as well as talking in an unprofessional manner, chances are that the task he's going to perform may also be less than professional. This isn't to say that you should expect companies to arrive in suits. They is going to be hiking on your roofing, therefore most is going to be dressed in jeans as well as work footwear or even sneakers. If the actual service provider appears to be more interested in speaking on his mobile phone during your roof compared to he's in analyzing your own roof's requirements, which may be another sign that he is not the one for the job. For the legal safety, make sure that the actual service provider offers sufficient legal responsibility insurance coverage.

Roofing Evaluation

Roof of the world! by le_faju

Expect that the service provider will be rising in your roof. In fact, any kind of service provider who does not need to increase in your roofing to judge the issue should be immediately reduced. Those who're serious about their work may either make a sketching of the roof's surface area as well as tag problem areas on it as they undergo their assessment, or they will take photos or even video clip from the surface while they're available online for. This is an extremely important action, since it enables you to observe exactly what the problems are as well as understand how they'll be fixed.

Estimation

Man jumps from his roof by pjarrettphoto

The next step would be the created estimate. The contractor will require out their loan calculator and are available up with a written estimate. Some contractors goes out to their vehicle or van as well as write up the actual proposal, while some may crunch the actual numbers for the job in front of you. Once you are because of the proposal, make sure that you understand which items is going to be used, just how long the task will take and when you will find any extra or concealed expenses that may arise during the repair from the roof. The service provider will be able to answer all of these questions effortlessly as well as forewarn you of any additional expenses that could be sustained if the roof's integrity end up being damaged within.

After you have received a few created estimations from roofing companies, assess exactly what each organization or even service provider would like to provide for that price. Do not always low cost the greatest bid, because sometimes the greatest bet will actually function as the contractor who the task properly. Additionally, be skeptical of bids which are not nearly as expensive other people. They may be utilizing inferior items or be unethical concerning the possibility of concealed costs. Above all, believe in instincts and go with the actual service provider who makes you feel quite comfortable about giving more than your money.

Seven Uyghurs Sentenced to Death

2011-03-23

Critics of the sentences say China has politicized the robberies as acts of terrorism.

A Uyghur man walks past armed Chinese security forces in Urumqi, July 17, 2009.

Chinese authorities in the northwestern region of Xinjiang have ordered the executions of seven ethnic minority Uyghur men convicted of "violent" crimes, official media said on Wednesday.

The death sentences were handed down by the Supreme People's Court in recent days, according to state media in the regional capital, Urumqi.

The men were accused in connection with three separate attacks late last year in the Silk Road city of Kashgar, according to the news website Urumqi Online.

According to another website, the Xinjiang-based Tianshan news site, Aimaiti Tuheti, Yiming Dawuti, and unnamed "others" killed a security guard at a pedestrian mall as part of a failed Aug. 7 robbery attempt.

In a separate incident on Oct. 12, it said, Nuermaimaiti Aobulikasimu and 11 others broke into a house, bound and killed the couple living in it, and took their possessions.

It said the group also broke into the homes of two brothers, robbed them, and killed six people in a Nov. 11 attack in Kashgar.

The report gave no information about the victims or the schedule for the executions.

Three of the men were sentenced to death with a two-year reprieve, a sentence that is normally commuted to life imprisonment in China's judicial system.

They were convicted of deliberate homicide and armed robbery by the Kashgar Intermediate People's Court in the first instance.

'Strike hard' campaign

A Han Chinese resident of Urumqi surnamed Yang said a reference to "terrorism" in official news reports on the case showed that it was being politicized by the authorities, who have launched a series of "strike hard" campaigns in Xinjiang following deadly ethnic violence in July 2009.

"There is an implied political meaning; that they were somehow engaged in separatist activities or ethnic divisions," said Yang.

Exile Uyghur groups said the trials had been conducted behind closed doors, with scant opportunity for public scrutiny.

"The entire process against these men, from the trial through to the judgment, was opaque," said Dilxat Raxit, spokesman for the Munich-based World Uyghur Congress.

"There was also very little reasonable evidence to convict them on a legal basis, because all the evidence came from one side of the case," he said.

"We strongly condemn the Chinese government for continuing to pursue their policies of ethnic division," said Raxit.

"We are also strongly opposed to the death penalty in this case."

Earlier cases

Last month, the Supreme Court sentenced four Uyghurs to death for alleged involvement in an Aug. 19 bomb attack in Xinjiang’s western Aksu city.

The World Uyghur Congress pointed to concerns over lack of transparency in those cases too.

The Aksu blast left eight people dead, including two of the bombers, and 15 wounded after a man riding a three-wheeled vehicle threw explosives at a group of uniformed patrolmen. Four Uyghurs were arrested shortly after the attack.

State media characterized the cases as acts of terrorism and unrelated to longstanding ethnic tensions between Uyghurs and Han Chinese in the region.

Exiled Uyghur dissident Rebiya Kadeer has warned that attacks like those in Aksu will continue to occur until Beijing addresses the underlying source of tension in the region.

Millions of Uyghurs—a distinct, Turkic minority who are predominantly Muslim—populate Central Asia and Xinjiang.

Uyghurs say they have long suffered ethnic discrimination, oppressive religious controls, and continued poverty and joblessness despite China's ambitious plans to develop its vast northwestern frontier.

Those frustrations erupted in July 2009 in deadly riots that left nearly 200 people dead, by the Chinese government's tally.

At least 26 people, mostly Uyghurs, were sentenced to death in the aftermath of the riots, many of whom have been executed, according to state media.

China is believed to execute more people each year than the rest of the world’s countries combined, although the government does not publish official figures.

Rights groups say Beijing may execute as many as several thousand prisoners annually.

Chinese authorities blame Uyghur separatists for a series of deadly attacks in recent years and accuse one group in particular of maintaining ties to the al-Qaeda terrorist network.

New training scheme

China on Wednesday also announced a training scheme which places ethnic minority graduates from Xinjiang in work elsewhere in China.

Governments of the destination cities will spend 450 million yuan (U.S.$ 69 million) for the program, while Xinjiang will spend 400 million yuan (U.S.$ 61 million), the official Xinhua news agency reported.

The program targets some 60,000 jobless college graduates in Xinjiang, around 80 percent of whom are from ethnic minorities, and 60 percent of whom are women.

However, some commentators see the move as an attempt to assimilate non-Han Chinese into mainstream Chinese culture.

"From the point of view of ethnic minorities, the graduate work scheme is really taking the cream of youth from the minorities and using them to 'further cultural development,'" wrote one ethnic minority user on a popular microblogging service.

"In fact, the culture that is being advanced is Han culture, and this group of young people will have been totally brainwashed," the microblog update said.

An Urumqi resident surnamed Li agreed.

"They have run senior high school schemes like this before during the past few years," he said.

"Whether it's high-schoolers or graduate training programs, these are measures that are aimed at thought control and brainwashing, and the 'Partification' of their education," he said.

If it were ever in doubt, information obtained by the whistleblower web site, Wikileaks, has confirmed Chinese language government worries over it's continued charge of the region this calls Xinjiang, also is known as East Turkestan. The leaked out wires through Ough.Utes. diplomats show the actual extent to which Chinese authorities make an effort to persuade governments globally to adopt it's position upon issues affecting Uyghurs. The actual cables additionally display the United States' concerns and sights concerning the on going repressive steps in the region.

uyghur by sarvaz

The majority of lighting associated with Chinese language federal government stress would be the cables pointing in order to Chinese anger, or the specter of Chinese ire, within the release of Uyghur detainees within Guantánamo to 3rd countries. The December Twenty nine, 2008 cable television applies exactly how Chinese Assistant International Reverend Liu Jieyi fulfilled using the U.Utes. Ambassador to China in order to voice Beijing's powerful opposition associated with launch in order to any kind of nation other than The far east, and that when the Ough.Utes. do certainly accede for this request it would "avoid harm to bilateral relations and to co-operation ‘in important areas'". In addition, the Feb '09 cable explains the way the Chinese language Ambassador to Kyrgyzstan, Zhang Yannian, regarded as the actual feasible release of Uyghur Guantánamo detainees because "an unfriendly act towards us" and a "slap within the face". The U.S. government was company in not really releasing the actual detainees to The far east demonstrates the actual extent of the politicized nature of the Chinese judicial system. Legitimate issues over terrorism tend to be understandable, but in the actual Ough.Utes. government's view the detainees would most likely face torture as well as execution if they came back in order to China

Chinese language federal government pressure regarding the Uyghur Guantánamo detainees wasn't only put on the U.Utes. federal government, but additionally to Brand new Zealand and a handful of Western government authorities which were considering resettlement. Albania, Germany and Finland, in addition to European Union fellow member says all have the symptoms of paid for the brunt associated with Chinese federal government unhappiness. Regarding Germany, which was initially prepared to consider 2 Uyghurs upon solely relief reasons, Uyghur Guantánamo instances had been less better than additional detainees due to the negative effects accepting Uyghurs might have upon relationships along with China. The May 8, '09 cable television relates how "German Ambassador Michael Schaefer documented that Indonesia had knowledgeable The far east from the U.S. request to simply accept a few Uighur detainees held at Guantánamo and had been consequently cautioned by The far east associated with ‘a large load on bilateral relations' in the event that Germany were to simply accept any detainees".

The diplomatic cables also discuss the actual unrest in Urumchi, the regional capital, in July '09. The This summer Thirteen, 2009 cable television talking about bulk incidents within The far east says:

"Ethnic riots like those who work in Xinjiang July 5-7 and in Tibet within March of 2008 differ substantially within source as well as character through bulk occurrences, XXXXXXXXXXXX stressed to PolOff [Political Officer] upon XXXXXXXXXXXX. Both present serious trouble for the actual Celebration, XXXXXXXXXXXX said, however the Party leadership would not hesitate to spread out fireplace upon Uighurs or Tibetans when they considered this essential to restore purchase. Bulk occurrences pose a different kind of risk, he said, since the management is ‘afraid' to fire on Han rioters with regard to fear of causing massive open public outrage that would turn against the Celebration."

This is a relaxing opinion, particularly when 1 considers the evidence presented by 50 percent reviews launched this season through the Uyghur Human Privileges Project (UHRP) as well as Amnesty International which detail eyewitness accounts of the use of deadly reside fireplace towards Uyghur protestors in This summer '09. Additionally, the actual declaration which fireplace would not be used against Han Chinese language protestors has resonances for that various approach used by Chinese language protection causes within Urumchi in order to Han Chinese language protests in Sept 2009. Throughout individuals direct orders, then Party Assistant, Wang Lequan, tackled protesters, who had required he let them know about government reactions in order to security concerns. A similar ask for to meet with the Party Assistant by Uyghur demonstrators in July wasn't met.

The actual wider consequences of the unrest also noticed a short dialogue on the impact it would have upon Iran-China relationships, and on relations with Australia after Globe Uyghur Our elected representatives President, Microsoft. Rebiya Kadeer, spoke at the National Press Membership in Canberra within July 2009. In the latter case, the Chinese federal government "privately warn[ed] a major Aussie financial institution which vendors the National Press Club to make use of its influence to bar the Kadeer talk there".

The actual United States' issues concerning the scenario in the Uyghur area are available through in the wires. Inside a discussion upon plan path in Tibet, Ough.Utes. officials explain that it will end up being impossible for Chinese leaders to adopt the softer collection "if they look like they are doing this below international pressure". The cable television out dated April 16, 08, one month after the episode of unrest within Tibetan regions, also relayed the declaration "that household stability continues to be leadership's top priority most of all, meaning there will ‘almost surely' be absolutely no relaxation of the present hard collection on Tibet or in locations like Xinjiang." The information included in the cable additionally storage sheds light about the extreme sensitivity with which china federal government views territorial ethics, and also the feasible drip more than of unrest from Tibet.

The prospect of solutions to stress in Tibet as well as Xinjiang as a result of municipal culture tend to be discussed in a Feb 24, 08 cable television. Whilst recommending which China's economic achievement will increase its potential to deal with democratic reform, the actual cable additionally discusses exactly how Chinese leaders begin to see the usefulness associated with "a restricted growth associated with municipal society, such as improvements in the guideline of regulation along with a more powerful role for approved beliefs, NGOs, non profit organizations along with other actors within places which bring about sociable balance and don't challenge Communist Party guideline." This can be a significant alternation in considering, which has seen Ough.S. officials market the notion that Chinese language economic development, and financial relationships with China brings about a progressively democratic society; however, more faith appears to be placed in the grassroots motion compared to one which starts in the top levels of the Chinese language federal government. Nevertheless, the cable television concludes which "[i]n areas for example Tibet as well as Xinjiang, driving a car of separatism results in tight restrictions on the growth of civil society." This approach is viewed as counter-productive by the recognized, who suggests that the actual Ough.Utes. federal government "should continue to express...serious concerns more than Beijing's individual privileges report and attract China's developing consciousness that greater respect with regard to individual privileges, religious freedom and also the rule of law will serve to promote the very development and sociable balance that China looks for as well as to enhance China's international image." Such a technique would take substantial diplomatic abilities considering "China's paranoid concern that the Usa privately promotes regime change and ‘separatists' within Taiwan, Tibet and Xinjiang".

The wires offer understanding of the every day company of diplomacy that is rarely owned by the general public, and it is interesting to notice the quantity of work done nowadays upon Uyghur issues. The significance of the actual part of the us like a keep track of of Uyghur human privileges problems in personal discussions is created clear, and contrasts with its sensible public position. The staff from the Uyghur Human Rights Project is actually well aware of the pressure china government exerts on Uyghur activists; still, the details of Chinese government pressure on it's counterparts is actually illustrative of the degree which Chinese language officials make an effort to control contradictory narratives. With more facts to come from Wikileaks, issues over Uyghurs might not get the actual headlines, however the cables have get rid of new light on the paperwork associated with individual privileges problems in the Uyghur region.

Mass incidents pose another kind of risk, he said, as the leadership is ‘afraid' to fire upon Han rioters for fear of sparking massive open public outrage that will turn from the Celebration."

This can be a relaxing viewpoint, especially when 1 considers the evidence presented in two reports released this year by the Uyghur Individual Privileges Task (UHRP) as well as Amnesty Worldwide that detail eyewitness company accounts from the utilization of lethal reside fireplace towards Uyghur protestors in July 2009. Additionally, the observation that fireplace wouldn't be used towards Han Chinese language protestors offers resonances for the various approach taken through Chinese language security causes in Urumchi to Han Chinese direct orders in Sept 2009. During those direct orders, after that Party Assistant, Wang Lequan, tackled demonstrators, who had demanded he let them know about government reactions in order to security concerns. An identical request to satisfy using the Celebration Secretary through Uyghur demonstrators in July was not fulfilled.

The actual wider consequences from the unrest also saw a brief discussion about the impact it would possess upon Iran-China relations, as well as on relationships with Australia following Globe Uyghur Congress Leader, Microsoft. Rebiya Kadeer, talked in the National Press Club within Canberra in August 2009. In the second option case, china government "privately warn[ed] a major Aussie bank that vendors the nation's Press Club to make use of its impact to block the Kadeer speech there".

The actual United States' concerns about the scenario within the Uyghur area are available via within the cables. In a dialogue upon plan direction within Tibet, Ough.Utes. officials explain that it will end up being impossible with regard to Chinese language frontrunners to adopt a much softer collection "if they appear like they are doing so below international pressure". The actual cable dated 04 Sixteen, 2008, one month following the episode of unrest in Tibetan regions, additionally relayed the actual declaration "that domestic stability remains the leadership's main concern above all else, which means there'll ‘almost surely' be absolutely no rest from the present hard collection on Tibet or in places like Xinjiang." This can be a notable change in thinking, that has observed U.S. officials promote the idea which Chinese language financial development, and financial relationships along with The far east will bring in regards to a progressively democratic culture; however, much more belief seems to be put into the grassroots movement than one which begins from the top quantity of a Chinese language government. Nevertheless, the actual cable concludes which "[i]n areas for example Tibet as well as Xinjiang, the fear of separatism leads to tighter limitations on the development of municipal society." This approach can be regarded as counter-productive by the official, that shows that the actual Ough.Utes. government "should continue to express...serious concerns more than Beijing's human rights report and attract China's growing consciousness that greater respect for human privileges, religious independence and also the guideline associated with regulation assists to promote the very development as well as sociable balance which The far east looks for as well as to enhance China's international picture." Such a technique might consider considerable diplomatic skills thinking about "China's weird fear the United States secretly promotes regime alter and ‘separatists' within Taiwan, Tibet and Xinjiang".

While in their own background, the Uyghur People successively adopted Shamanism, Manicheism, Buddhism and the Nestorianism before lastly moving to Islam when the Arab conquerors beat the Chinese in year 751 BC., therefore opening the way to the Islamization of the entire Central Asia.

The entrance of Islam was a great modification simply because it was supported by the absorption of the Uyghur land in the immense Turkic and Muslim Kingdom. Thus, the descendants of Genghis Khan slowly replaced their writing by a Arabo-Persan alphabet, still used currently.

If their writing, their own language and their religion mark a real big difference with the tradition of Chinese Han, Uyghur People also are different from their aspect, so aspect of Central Asia's people. For a few years, China has integrated the proper identity of these remote people, although they represent only eight million population - a trifle for this specific large land. Thus, Uyghur people are now part of the 56 racial minority groups having been well-known in an official way by China.

This particular law will allow these people a few rights in a country exactly where their difference is very often repressed. Thus, Uyghur families escape the "single child policy" and their language is accepted as the second official language in Xinjiang Uyghur Autonomous Region.

The integration of the Uyghur people and their culture in the People's Republic of China, however, looks quite illusory. The presence of all-natural sources in Xinjiang Uyghur Autonomous Region, and its distance with nations well-known as sensitive, highly encouraged the government to accelerate the sinicization of this area. Million of Han thus came to settle in this new Chinese eldorado, monopolizing the higher responsibility job opportunities.

In response to this true will to assimilate the Uyghur people into the Chinese culture, an independent party like East Turkistan Islamic Movement(ETIM) was born in the early 1990.

Saying more flexibility, but in particular the recognition of their true identity, this movement was seriously repressed by the power authorities in location Xinjiang.

The situations of September 11, 2001, were the perfect occasion for the Chinese government to justify true reprisals: they declared the "Uyghur freedom fighters" as dangerous terrorists linked to Al Quaida because of their Muslim origins and their proximity with Pakistan and Afghanistan... However, the terrible repression which followed did not calm down the anger. The Uyghurs population continues today to proudly hold their identity and their ethnic heritage , even though they become a minority on their own territory.
